Bhu Aadhaar : Identification number for lands like for humans! Historic decision to implement 'Bhu Aadhaar' system in the state

The discrepancies in maps and 7/12 extracts regarding agricultural lands in the state, disputes over sub-divisions, lack of surveys, and difficulties in transactions are now on the path to becoming history. With the initiative of Revenue Minister Chandrashekhar Bawankule, a historic decision has been made to implement the 'Bhu-Aadhaar' (ULPIN – Unique Land Parcel Identification Number) system in Maharashtra, which will give each land parcel a unique identity. According to this decision, just as people have Aadhaar numbers, now lands will also be given a 'Bhu-Aadhaar' number. This will ensure an accurate match between the maps and rights records (7/12 extracts) of agricultural lands in the rural areas of the state.

Direct measurement of more than 2 crore sub-divisions

The first land measurement process in the state took place between 1890 and 1930. Subsequently, due to various reasons such as buying and selling, inheritance, and partition, a total of 2 crore 12 lakh 76 thousand 499 new sub-divisions were created between 1992 and December 2024. However, due to the lack of direct measurement of these sub-divisions, there was a significant discrepancy in government maps and 7/12 extracts. To resolve this issue, a 'Pilot Project for Sub-division Measurement' will be initiated at the level of the Settlement Commissioner, Pune. Under this project, accurate measurement of lands will be done with the help of modern technology, and digital maps will be prepared.

What is 'Bhu-Aadhaar'?

According to the guidelines of the central government, each piece of land will be given a Unique Land Parcel Identification Number (ULPIN). This number will be the 'Bhu-Aadhaar' of the land. All information such as the area of the land, boundaries, ownership rights, crop pattern, and transaction history will be available in digital form on this single number.

What benefits will farmers get?

The land-based system will provide relief to farmers in many ways. With clear land boundaries, disputes will be reduced. An accurate map of the actual location will be available as per the 7/12 extract. Information required for crop insurance, compensation, and bank loans will be obtained immediately and accurately. Also, the process of measurement before land purchase and sale will be fast, transparent, and dispute-free. Overall, the 'land-based' system will make land management more disciplined, digital, and transparent, benefiting both farmers and the administration greatly.
