In a strongly worded message to the banking sector, Chief Minister Devendra Fadnavis reprimanded banks for repeatedly demanding C-bills (Crop Inspection Bills) from farmers. The remarks came during a meeting of the State-Level Bankers’ Committee (SLBC) held today, which was attended by senior banking officials and government representatives.

The Chief Minister expressed his displeasure over the persistent issue of C-bill demands, stating that despite clear instructions from the government, banks continue to create hurdles for farmers seeking financial support.

“We have repeatedly directed banks not to ask farmers for C-bills. Yet, these demands continue. This is unacceptable. We’ve even registered FIRs against banks that have violated this directive,” Fadnavis stated firmly during the meeting.

He emphasized that the Reserve Bank of India (RBI) has already clarified that if any bank branch demands a C-bill from a farmer, disciplinary action will be taken against that specific branch.

“This needs to stop immediately. I want a concrete decision on this issue today,” he added.

The Chief Minister also urged banks to recognize and honor individuals and organizations that actively work for farmers and contribute to successful implementation of agricultural schemes.

Background

C-bills are often used by banks as a condition to approve or renew agricultural loans. However, the government has argued that these demands are not only unnecessary but also delay much-needed financial aid to farmers. The insistence on C-bills has led to administrative delays and has been widely criticized as an outdated and bureaucratic practice.
