In a significant move aimed at streamlining disciplinary procedures, the state government has issued a new directive stating that disciplinary notices to government employees will now also be delivered via email and WhatsApp. This change comes as part of an effort to ensure faster communication and timely responses in disciplinary matters.

The circular, issued by the General Administration Department, notes that delays in delivering disciplinary documents—such as chargesheets and inquiry reports—through traditional methods like post or in-person delivery were leading to setbacks in administrative action. Many such notices reportedly failed to reach the concerned individuals on time.

To address these challenges and leverage technology for more efficient governance, the state has now mandated that all disciplinary communications be sent to the official email IDs of employees. Additionally, WhatsApp will be used as a supplementary channel to increase delivery speed and accountability.

Employees are required to acknowledge receipt of the notice upon receiving it. The new procedure is expected to reduce administrative delays and improve transparency in handling disciplinary cases.

The government has emphasized that this digital initiative will not replace due process but rather enhance the existing system by ensuring quicker, verifiable communication. The circular was officially issued on June 3, 2025, and all departments have been instructed to implement the updated guidelines with immediate effect.
